Finalist – Jamaican Houses of Parliament International Design Competition

As one of the top finalists in Jamaica’s international design competition for the new Houses of Parliament, the Out of Many One People proposal imagined a building deeply rooted in civic symbolism, landscape memory, and cultural resilience.

The competition called for a new national seat of government, to be sited within National Heroes Park—a site rich with history and social meaning. The design team’s response offered a bold yet respectful form: a legible, circular structure that drew on the idea of collective gathering, referencing Jamaica’s motto while embodying the principles of equity, transparency, and unity. The form was shaped by public movement through the site, framed views to the city and mountains, and the desire to embed democratic values in the architecture itself.

It was important for me to participate in this once-in-a-generation commission,” said Daimian Hines. “Not only to propose a civic landmark, but to contribute to a national conversation about belonging, power, and architectural identity.

Praised by the international jury as a proposal that emphasized access, environmental performance, and a new relationship between citizens and state—one built from the ground up, with people at the center. The juror was quoted with the following public remark regarding the proposal. The design was regarded as insightfully
