HINESAD Commissioned to Design Phase 2: Learning Center at Bates M. Allen Park

A New Civic Anchor for Education, Culture, and Community

HINESAD has been commissioned to lead Phase 2 of the African American Heritage Monument at Bates M. Allen Park in Kendleton, Texas—expanding the site’s mission of cultural preservation and public engagement through the design of a new Learning Center.

The two-story facility will serve as a visitor’s center and interpretive museum, offering exhibition and educational spaces that support the existing memorial, Juneteenth Plaza, and the broader 52-acre park. Positioned to offer sweeping views across the landscape, the Learning Center will become a hub for dialogue, reflection, and storytelling—connecting past to present through architecture, history, and shared experience.

This next phase builds on HINESAD’s ongoing commitment to commemorative design and community-rooted cultural spaces—where memory is made visible and legacies are given form.
